Thank
you very much for your kind of words, dear Vice Prime Minister,
ministers,
ambassadors, dear friends.
I'm
really delighted to be here today
in
Pristina as a personal friend of Kosova, as
a
representative of
President
Macron in the wake of
the
lunch he had with Prime Minister Korti in March, and I have to say this visit was long overdue. And
beyond
our
personal
friendships, France's friendship with Kosova is longstanding
and
consistent. Ibrahim Rugova was awarded an honorary doctorate by the University of Paris in 1996, exactly 30 years ago.
You
all remember the role we played almost 30 years ago in 1999 trying to find a political solution
through
the Rambouillet negotiation
and
then taking our share
of
the NATO intervention in the K4 deployment in 1999.
And
since then,
we've
been constantly trying to find mutually acceptable solutions. We supported the Atisari package,
the
independence in 2008 as one of the first
European
countries to do so,
the
judgment by the International Court of Justice,
the
EU facilitated dialogue and promoting the Franco-German initiative for normalizing in 22 and 23.
Sorry
to take you back in history, but I think
it's
important to recall that our support
and
our friendship
is
a longstanding one.
And
as I said, I consider myself a personal friend of Kosovo for a long time.
I
decided as a parliamentarian and when I was elected in 2022
to
join the friendship group
with
Kosovo, the National Assembly,
because
of this common history and because I truly believe
that a
strong,
peaceful,
sovereign Europe is a reunified Europe.
A
reunified Europe with the whole
of the
region.
and I'm
glad that
we
have been working in the last couple of years to strengthen our bilateral relationship. And the visit here today gives a new momentum to this bilateral relationship. I'm really glad that we've been signing really five comprehensive agreements to work on a positive agenda in the relationship between our two countries. These agreements are concrete and their prospect for long-term cooperation which we just discussed
in
our meeting paving the way for evening deepening
the
relationship. We have several French companies and the French Development Agency that have come with me also because they believe in the work that we can do together. We can strengthen our trade relations, French investment in Kosovo. We can work
to
increase business opportunities between our two countries.
The
support that the French Development Agency, the FDA, provides to Kosovo is already significant.
80
million euros for the energy transition and to combat climate change. And we have just signed a 60 million euro loan to renovate
the
student housing complex that will be used as the Olympic village in the Mediterranean Games. They will also cover sports facilities in schools around the student center.
This
is an investment that will be beneficial far beyond the 2030 Mediterranean Games.
We're
ready to support Kosovo in financing other projects.
The
AFD will have preliminary discussions and with several ministries
on
this matter.
As
I'm here for the first time as a minister, I'm pleased to see that we have many French brands present in Kosovo and I will visit a Decathlon store this afternoon which will also be an opportunity to meet with some of the French business communities and look at opportunities to strengthen the trade and investment relationship.
I've
also come to explore with the government of Kosovo how to advance your accession to several international organizations, including the Council of Europe. We've touched upon this with the Deputy Prime Minister and we will continue to work
on
this together to make it
a
reality very soon.
My
presence here today is a testimony of our trust
in
Kosovo, the importance of our bilateral relations
to
me
and
to the French government and the French president.
And
this is not just
about
a bilateral relationship. This is really about
the
future
and
the security of our European continent in this very geopolitical moment.
As
neighbors and when the world is unstable and that we face the same threats,
we
have a role to play together
to
ensure the security of all. Thank you very much.
Thank
you very much.
First,
I want to say that
that what
you are witnessing here today is the deepening of the relationship between our two countries
and
paving the way for even closer ties in all areas, whether that's on the support for the development agency on the widening of francophonie
in
Kosovo through the support for teaching French in schools, agreements leading also to the deepening of our security and defense ties. And I hope that my visit also will lead to the visit of delegations from the foreign ministry and the defense ministry to look at how we can work together concretely on security, the Mediterranean games, of course, and more broadly our relationship on trade and investment. And this is something that we will support and we will accelerate whatever the context.
As
I mentioned,
we
support
the
integration of Kosovo with international institutions. This is broadly part of
our
project to reunify Europe. I say reunify because I don't really like the term enlargement. I think this is really about
the
unification of our continents.
And
of course, as you know, this process, it's a demanding one.
it's
based on international commitments.
It's
based, in this case, also on the furthering of the implementation of commitments within the Brussels Agreement, which we discussed. And of course, on the merit-based approach, which is reforms, the integration of the acquis communautaire, the strengthening of the rule law, the protection of minorities. And we will be very demanding on this. But saying this is not a way to slow down the process. It's not a way to make it more difficult. We will be
with
Kosovo every step of the way, working together to make these very legitimate and very realistic ambitions and objectives
a
reality. Once again, not only because we've been with Kosovo and supporting Kosovo from the very first minute,
but
also because we believe that this is the path to peace and stability on our continent.
and
I'll see
you
as
well. Thank you very much
for that. ...
