Even though neighbourhoods can be called eco-neighbourhoods, first of all, they were designed based on historical climate data, which is just not fit for the future. And they often don't have the standards that we really need for climate change adaptation. Because I heard a report here in Paris of a school in the 13th arrondissement, did some renovations to be more eco-friendly, worked in the winter but not in the summer.
Is that an honest mistake? Or are there some unscrupulous people who sold a bad bill of goods here? One of the problems is that the regulations are way behind the actual change in the climate so that we still don't take into account summer heat properly in the French regulation.
Another thing is that simply there's a lot of fanfare around making eco-neighbourhoods, but then the developers, the social housing authorities, they always cut corners and it never goes all the way in implementing the measures that you would really need to have an effective system.
